Here is my take on monuments, not that you asked (but in 50 words or less)*:

Monuments are gifts from one generation to the next. So - gifts! - they belong to the next to do with what it (damn well) wants. Or, this would be the case if there were ever a gift† that the giver didn’t want to hold onto in some way.
